Premiere Pro 14.4 - CBR no longer works with Hardware Encoding

This is just really strange.

This functionality worked FINE before, and I see LOTS of comments from Adobe personnel, confirming that

GPU (Hardware Accell) should work for CBR, and VBR-1 pass output settings.

And my H/W supported this just fine.   

Now - all of a sudden, even a low CBR, (10) setting, is no longer supported by HW Accell? 

Can someone please explain if CBR settings are no longer compatible with GPU Hardware use (Metal)

 

Latest Premiere Pro : 14.4.

MacOS : 10.15.5

Macbook Pro 16Gb RAM

Quad Core 3.1GHz, Intel i7

Extremely disappointing that you can't due CBR with Hardware Accel.  I use CBR and all my files that are exactly the same length end up completely different file sizes.  If I change to Software encoding it works fine but the process takes at least 10x longer.
