The newest version of Premiere is very broken

Perhaps this is unique to me. when you open premiere the first time, all functions normally. But when you close the program, all windows explorer (start button, settings, search, etc.) no longer functions. Nothing will respond, but as soon as you end the task for premiere in task manager, all the windows tasks you previously tried all open up immediately. I would not recommend updating until this is fixed.

Something is outta whack on your machine, that is VERY unusual.

 

I would start by having the Creative Cloud app uninstall PrPro, reboot, and reinstall. If that doesn't work, then some of the items in the troubleshooting links John posted will be needed.
