In the timeline and during the edit, the footage looks fine, but when exported, the footage itself gets desaturated anytime it is under a text file. Super confused. even tried masking where the text was but to no avail. Any Ideas?

Sadly didn't end up working. I ended up putting a blank title layer over the whole video and adjusted saturation for the whole. Worked out, but annoying for sure.

Try unchecking Composite in linear color in the sequence settings.
If that doesn't work, try turning off Hardware encoding in the export settings.
