Is it possible to add a TOC Page with a "link to" URL that opens in a separate browser window or tab?

Using the TOC Page Properties window, General tab, I can specify a web address for the Link To field.  If I click that TOC page after compiling the project, the URL opens in the topic pane of the existing project.  Is there a way to make the URL open in a separate browser window or tab instead of in the project's topic pane?  Thanks!
