Popup Links Don't Work in Topics with Dropdown Text

We have RH 2017 (13.0.2.334).

Our help system is output as a Responsive HTML5 merged help system. We're using a custom layout based off of Charcoal Grey.

We used to have auto sizing popups, but those didn't work at all in any topic, so we changed them all to custom sized popups. Those work fine, but only if they're not in topics with drop down text.

Has anyone seen this problem, and do you know what the fix is?

Thanks. I tested it on a new project without any master pages or twisties and couldn't duplicate it, so the problem must be unique to our project. I'll do some more digging when I have time.
