I recently uploaded a couple of images and they were rejected because they were out of focus at 100%. I reviewed them again and they look sharp as hell at 100%!!! So I uploaded them again. Could they be degrading on the upload???

No, it's not likely they are being degraded during the upload. I recommend you submit an example in the critique forum to get some advice from other contributors.
