How I can upload PSD Mockups

I see some people uploading Photoshop Mockups.
Does anyone know how they did this?

Do you mean PSDT files (design templates)? If you mean PSDT, you need to apply. The rules and requirements are strict and complicated, and I suspect experience showed that leaving contribution open had far too many contributors who did not bother with the detailed study needed, so they just wasted their own time as well as Adobe's; and there will be a limited pool of expert template reviewers.
