A client does not license or get a ZIP file, I think. As I understand it, you submit ZIP (EPS+JPEG) to deliver an EPS to the customer (EPS only) and a JPEG for preview (preview only). If you submit EPS only, then Adobe make a JPEG for preview. The experience for the customer is the same.  Why would you submit both ZIP and JPEG?

Thank you for your answer! I asked about ZIP and JPEG because, I think, maybe, some client prefer JPG to EPS, not all clients need EPS and not all know what to do with this format.

Anyway, thank you, you helped me
