Hi

I am not involved in assessing entries but that image does look underexposed and is very over-saturated.

There is very little at the top end of the histogram

I would reprocess from the raw file doing the following :

Decrease the saturation

Rebalance the white balance (it is too blue/green at present)

Then adjust the exposure and highlights and lowlights both visually and key an eye on the histogram (our eyes adapt quickly the histogram does not)

Finally a straightening crop to put the buildings and
