Should stock video be broadcast safe?

Hi. My first post here. I have searched the forum but can't find this answered.  I recently submitted some video clips and many of them were rejected for "technical reasons". I'm not sure why as they are well exposed with no artefacts. As they might be used for broadcast I made them all broadcast safe and within the (RGB parade) limits on my video scopes. I noticed that many, very many, accepted clips on Adobe Stock would clearly fall well out of the accepted broadcast IRE range so could this be why my stuff was rejected? Should add that I have had stuff used by the BBC on a couple of occasions without quality control issues.
