What rejection reason were you given, please? It's better for you if we don't have to guess.
Also, if the rejection was "technical reaaons" you need to share the full high resolution picture as many faults are visible only at high detail.
Your image is tiny and grossly pixelated. The quality is unacceptable for Adobe Stock.

Your thumbnail picture isn't good enough to give an opinion. However, if is an 'art' piece, you will need a release for it. Even street art has to have a release if you want to submit it to Adobe Stock!

That's partly true. Street art (aka graffiti) that is the main subject of your image does require a property release. But if used as an incidental backdrop for other subjects, it doesn't.
In this example, a street art PR isn't required but model releases are.
