The moderator may be thinking about the out of focus light patches, the floating dust spots, composition - how well the photo is composed etc. Was this taken through a window? Have a read of this from Adobe:

Quality and technical issues rejected at Adobe Stock

I think there are a few problems with this picture, not only technical faults.
