two approved images that do not generate income

I have two approved images but they do not generate income, they tell me to add them to a collection and publish them in adobe portfolio and add them but I am not sure of the steps.

Hm are you saying that you have (only) 2 images loaded on Adobe stock that do not generate income? Or are those 2 the only ones from your (thousands of) images that do not generate income?

For stock images to generate income, they need to stand out during user searches. There is a lot of competition and from my experience you can hope to get income from around 10% of your images, except if you are in the lucky position to have posted the image series that generates a lot of income.
