Several user report the problem that the recent version has problems to update catalog from Lightroom 6 an earlier.
Although is claimed to have fixed this issue, but it seems it doesn't fixed.
For the workaround follow the steps below:

Where is the temperature at 98°, CPU or GPU?
It seems that you have a problem with the cooling of your CPU/GPU. Please check the fans in the case if they are working correctly. Check also that the cooling circuit and air circulation works perfectly. Also check the temperature control and its settings if everything is working properly.

Is this doesn't help check if your system is up-to-date. Do you have installed all recent updates and patches for the operating system and the device drivers, especially the graphic driver? One point has not been discussed here yet: Which ISO setting do you use for the appropriate pictures?

Since Photoshop doesn't respond properly shortly after launch, you'll need to manually reset the preferences. This is described in detail in the linked document. Do you have a look inside?
Be aware that the user library folder is hidden. To show the folder and it's content see here:

As I see you've tried all usual steps to solve your issue.
One thing I would still try is to create a new user account. Sometimes issues are specific to your user account. Testing a clean user account can help to solve a lot of potential problems in one go. If this doesn't help the last step seems to be a complete clean reinstallation of the whole system.

It seems there are content in your image that is blocked regarding the AI guidelines, like nudity or so.
Unfortunately you haven't given us any information about your image and what you're trying to do with generative fill.

Welche Fehlermeldung bekommst du? Bitte poste die Meldung hier wortwörtlich.
Hast du evt. Photoshop schon zweimal aktiviert und versuchst jetzt eine Neuinstallation zu aktivieren ohne eine der beiden alten Installationen deaktiviert zu haben? In diesem Fall hast du leider Pech gehabt. Die Aktivierung und Deaktivierung ist noch möglich, aber ein Zurücksetzen des Aktivierungszählers funktioniert nicht mehr.
Wenn wir mehr Infos haben können wir vermutlich mehr sagen.

I'm not a fan of cloud only using in Lightroom Classic. If you like to use the cloud you can use the synchronisation.
I have approx. 3 TB of images files and it makes no sense to store it in the cloud.
I think it should be left as it is.

I've Lightroom and Photoshop installed on two machines runniong on Windows.
On one machine I've installed LR/PS on the same drive as the operationg system (drive C). On the other I've install it on drive D (a seperate drive). On both machines I don't have any problems.
So I think you can install it as you want / as you need it. But one point you should remember: even if you install LR/PS on a separate drive, parts will also be installed on drive C.

It seems there are not all data was migrated to the new computer. Or the drive and/or folder whre the images were stored the images were changed.
Check if your find the appropriate images in the Windows Explorer.
Do you have still access to the old computer? If yes, check where the images are found on this machine.
If you find the images only on the old computer transfer these to the same location (drive/folder) on the new computer.

First backup all your personal data, like presets and so on.

Then do the clean installation by following the steps below:

Use the desktop app to install your cc programs/trials
Restore your personal data.

... Falls PS in Deutsch läuft, ist das "Ebenen"-Fenster um bis 1/3 breiter als in PS in Englisch. Auf meinem 27"-Bildschirm macht es etwa 2 cm aus, wenn ich als Fontgröße "sehr klein" wähle (siehe Anhang). Sonst ist der Unterschied noch größer. Auf meinem kleinen MacBook Air ist dieser Unterschied sogar 40% (!). Eine solche Platzverschwendung fällt negativ auf, und ist meiner Meinung nach völlig unnötig. Von Adobe erfuhr ich, dass dies kein "bug" sondern ein "bekannter Nebeneffekt der Lokalisierung" ist. Wozu es gut sein soll habe ich nicht erfahren.

Da ist eigentlich auch logisch wenn man sich die Übersetzungen anschaut. Die Begriffe haben in den unterschiedlichen Sprachen unterschiedliche Längen und/oder die Anzahl der Worte sind unterschiedlich..
Mir persönlich sind unterschiedlich breite Fenster deutlich lieber als abgehackte Bezeichnungen oder unverständliche Übersetzungen weil das Fenster mit Gewalt eine bestimmte Größe haben soll.

Is your system up-to-date? Do you have installed all recent updates and patches for the operating system and the device drivers, especially the graphic driver. If you have a NVidia graphic card installed, make sure that you are using the recent Studio version of the driver, not the Game Ready version.
Please provide a copy of your 'System Info'. This can be get from the LrC Help > System Info menu item. There's a copy button in the System Info dialog. Press this button and paste the info into your next forum post.
What has been changed on your system before the error occur?
Is your catalog located on Microsoft's OneDrive? If yes, move it to an internal drive.
Another point can be that your catalog is faulty. For troubleshooting follow the steps below:
Press and hold the Alt (Win) / option (macOS) key while launching Lightroom Classic. In the Select Catalog dialog box, select the catalog which is corrupt and check "Test integrity of this catalog" option.
Try to open backup catalogs. For more information, see here: Restore a backup catalog.
If this doesn't help or you don't have a valid backup create a new catalog. Press and hold the Alt (Win) or option (macOS) key while launching Lightroom Classic. In the Select Catalog dialog box, click Create a New Catalog and then try to import the corrupt catalog.

Your type of graphic card was released 8 years ago and meets only the minimum system requirements.
You don't wrote about the Lightroom version that you've installed, but the recent versions of LR needs a powerful graphic device to run efficiently.

You wrote in a former post that you've import the images from a backuped catalog into a new catalog.
So it's possible that the keywords don't be assgin on import.
And you've done the import as Admin. Now you're logged in as a normal user.
I'm not sure if that can be the issue.
In a first step try to reset the preferences of Lightroom Classic: How to reset Lightroom Classic preferences (adobe.com)
It's recommended to backup your preferences before you reset the preferences to the default settings:

The next step should be that you renamed the folder in which the recent catalog is stored, e.g. NameOfTheFolder.old.
Create a new folder for the catalog. Please be aware of the appropriate access rights!!
Then restore the catalog from the backup. I would try the same as you used for the import. Unzip the file and copy the lrcat - file into the new created folder. Start Lightroom and open this restored catalog.

NOW, when I open Lightroom NOT as an Admin, it says file is corrupt, needs to be fixed, and crashes.
Even when I go to the New folder Lightroom Catalog 2025, Right click on the LRCAT file and say open with Lightroom, it crashes.
The ONLY way I can run Lightroom is as an Administrator!

Does Photoshop has worded in the past? If yes, what has been changed on you system before the error occur?
