I assume you are NOT using the "Enable language auto-detection" (in Preferences)?
Are you using automatic transcription? Or selecting one more clips to transcribe, confirming the language selection at the time?
Yes, there is no way that a clip in English or Spanish, with the transcription language set correctly, should create a transcription in another language.

I never use this setting, but was curious. And yes, upvoted, its not working as expected.
PR Beta 25.6.0.14. Win11. Note that I frequently reset the cache for testing, and it is under 2 MB at the moement.
I changed the preferences setting from my current "do not delete" to "when cache exceeds," leaving the default of 45GB. I exited and entered preferences, and it remains 45 GB.
If I click outside the entry box, it shows the number I entered; then I click OK.
I changed it to 10GB, and on entering, it shows 453GB.
I change to 45GB, it shows 1GB.
I tried 45 again, it shows 1.
Change to 10, shows 453.
And finally, I changed back to "never," which works. Then back to cache exceeds 45, and it shows 1.

I responded in a thread on this topic a while back. I tested the "reimport PR FCP XML export" in Beta 25.6.0.14.
I have a simple project with 2 clips and 1 sequence. I have no bins, and did not create one for the import. All of one clip and part of the second clip are included in the sequence. The XML export is of a sequence, not the whole project. One reimport via Media Browser (with allow duplicates on the default - not selected), I get an odd result: a second instance of the "full clip" asset and the sequence are imported. I think this is what most users refer to as duplicates - they are the same file, but it is confusing to have them both imported. But the second clip, used partially in the sequence, was not duplicated.

FYI, the first time I tried exporting, it locks up: I get the "ding" that tells me a dialog is open out of view. I closed with task manager. The second time it worked.

A screenshot would help.
There are 2 issues being discussed in this thread: a) re-transcribing a sequence/static transcription and b) re-transcribing a source media transcription.
The text-based editing workflow has a learning curve and a few areas that can be confusing. It is essential to be clear which "VIEW" you are in. The 2 options are "Show Program monitor transcript" (program monitor, sequence, timeline) and "Show Source monitor transcript." The view you are in is indicated by icons in the bottom left corner of the Text panel/transcript tab. (See screenshot.)
The checkbox for "Follow active monitor" is checked/on by default. With "Follow active monitor" on, if you click in the timeline, you will be in Program Monitor/sequence view. If you have created a STATIC/sequence transcript, you will see that. If you do not, you will see what remains of the source media transcripts of your clips after editing.
If you double-click on a clip, it opens in the Source Monitor, and when you switch to the Text panel/transcript tab, you will see that the left icon is highlighted, and you are in Source monitor view. You see the whole transcript of that clip. If you are in this view and you have a source media transcript of that clip, the 3-dot drop-down menu will show "Re-transcribe clip."
Click in the timeline, and the view switches to Program monitor/sequence view. If you see "Generate static transcript" in the 3-dot drop-down menu, you do NOT have a static/sequence transcription. And the option for "Re-transcribe sequence" is greyed out.
If you have a STATIC/sequence transcript, you will see 2 options. One is Re-transcribe sequence. The other is Generate text-based editing transcript, and this will replace your static transcript with, as noted, what remains of the source media transcripts of your clips after editing.

Clever use of Shft+E! But I suspect that this is an unintended "enabling" for captions of the "enable clip" shortcut. And that's why there's no right-click option.
What you are calling a "caption clip" is a "caption segment." Also, the caption track is not a video track; it is its own type of project item. I suspect that if they used a "caption clip" concept, it would be the whole track - like the old caption workflow when a caption "track" was a video clip.
No matter; I agree that they could do this if they intended it.
The workaround is to duplicate the caption track, and delete unwanted segments from there.
What workflow are you using that needs the ability to disable individual caption segments? This is one of those oddities that is a feature request vs bug depending on your perspective.

Yes, once clicked, the caption is selected (in the Program Monitor, the timeline, and the Text panel/caption tab).
@AnnikaKoenig @TeresaDemel In the fixed bugs with similar symptoms (delete an effect that allows Direct Manipulation and Reference monitor being open), I think the pattern was that one or two typing entries worked, then the second or third resulted in a shortcut execution. So I tried a bunch of things that might have an effect - none did. I closed the properties and graphics templates panels. I closed the text panel. I closed all panels except Timeline, tools, and Program Monitor. (The Audio meter remains open.)
The edit to the caption shows (e.g. there is a space or a comma or whatever). Sometimes, I did not see an entry in the history panel and undo has no effect, but eventually, I was unable to replicate this.
If the hotkey action appears in the history panel, it comes before the Edit Caption Text, e.g. typing "x" and move in/out operation.
I also reset preferences, cache, etc, created a new project, and tested. The problem was unchanged.

You can change your Windows user profile name, but it can also create unintended problems. I never remember how important that NAME is when I do a new install.
You are referring to a "file," but there are many folders and files that contain preferences. If you are having trouble with particular preferences, let us know.
As you know by now, the path on Windows to the main user preferences for Premiere Pro, version 25.0 is:
C:\Users\[User]\Documents\Adobe\Premiere Pro\25.0\
On your old PC, your username was your full name, and on the new computer, it was your first name. All Windows knows is that the path is different. No, you can't change that in settings. But as Neil says, just copy from old folder to new folder.
For some folders, however, [User] appears in more than that first use. In fact, most preferences are in the folder:
C:\Users\[User]\Documents\Adobe\Premiere Pro\25.0\Profile-[User]\Win
The first use of [User] is created by Windows and is always the name you created when you installed. The second use - Profile-[User] - is created by Premiere Pro, and it is always taken from the Windows user name.
So I think it is easiest to copy the files and folders from:
C:\Users\[Old_User]\Documents\Adobe\Premiere Pro\25.0\Profile-[Old_User]\
to:
C:\Users\[New_User]\Documents\Adobe\Premiere Pro\25.0\Profile-[New_User]\

Thanks for the video demonstrating the issue. So far, I have been unable to replicate. BUT I once again followed @morphinapg's description and what you show in your video, and it showed the bug. This is confusing, because when I first extensively tried this method after @morphinapg's description, I could not replicate the bug. I just did this in Beta version, 25.6.0 Build 14, and then repeated it in Release 25.3.0. I am on Win 11.
His description is "I noticed that if the mouse shows as a text selection cursor before double clicking to select the default caption, that's when the bug will most likely happen"
In your video, I can see that the Selection tool is selected, and you click on the Text tool to select it. No caption is selected. When hovering in the timeline, the cursor appears as the selection tool, but the Tool panel confirms the Text tool is selected, and as you drag the cursor into the Program Monitor, it appears as the text tool. (I tried dragging in from the bottom and from the left with the same results.) With the Text tool selected, a single click enters edit mode: the red bounding box appears, and the red insertion line appears where you click on the text.
I hit the space bar, and it entered a space AND starts playing the timeline. If I repeat this with a selection in the Source Monitor, and hit the comma key, it enters a comma AND inserts the selection from the Source Monitor to the source patched track. I produced this 100% of the tries.
If I do NOT select the Text tool first, I must double-click on the caption, which selects it, enters edit mode, and changes to the Text tool. Under that condition, it edits correctly every time.

I look forward to playing with the new interface.
I see the V4 Beta panel in PR Beta 25.6.0 Build 8, and updated to Build 14 to see if the initial Workspace issues are changing. There are some differences from your screenshot.
When you select the "Review" workspace, the beta panel does not appear. You must open it - Window -> Frame.io V4 (Beta).
The new panel header title is that name; the other panels are all still active: legacy (called Frame.io), Frame.io V4 Comments, and Frame.io V4 Comment Preview.
I closed the "regular" panels, moved the beta panel to the location in your screenshot, and saved a new workspace.
All my projects were there and working.

I have not test Captioneer in the versions since multiple caption tracks were enabled. It worked well before. You appear to have only one caption track, but you also appear to have captions upgraded to graphics?

The issue discussed in the post I think you are referring to was having "Re-transcribe sequence" greyed out when "Generate static transcript" is available. Note that this is in sequence/program monitor view. In that view, "re-transcribe sequence" is only an option if a static/sequence transcript has been created.
Your workaround will work for a static/sequence transcript when you are finished editing, but it should not be necessary. Just create a static transcript and be sure to pick "mix" as the audio type.

The answer is No (there's no way to map and then transcribe once) and Yes (you can transcribe each track separately, but only one track at a time).
Transcribing multi-channel audio clips was improved a lot by the process described in the feature request Kevin points to. And there is more to be done.
When you transcribe that clip, if you use automatic transcription, it will pick "Mix" as the transcription option. As long as speakers don't talk over each other, this can work. But as you say, it may not get the speakers correct.
If you right-click in the Project Panel (or otherwise use a manual transcription option), you should see a channel selection, that allows you to pick a track. But if you do this and then do it again for another track, it overwrites it.
A workaround I describe in that feature request is:
Select the multitrack file in the Project Panel and Clip -> Audio Options -> Extract Audio. This creates as many files as there are audio tracks, named [Filename] + Extracted.wav, [Filename] + Extracted_1.wav, etc. Note that the numbers are in revers order to the audio tracks in a sequence. For example, if there are 2 audio tracks, the file named ...Extracted_1.wav will be audio track one and the file named without the _1 will be track two.
Note that anytime transcribed clips are on different tracks in a timeline, the higher-ranking track (e.g. audio track 1 is higher than audio track 2) will be active. To "see" a track below it, you must mute it, or cut a section out of it.
I can't look for more on workarounds at the moment. I'll look later today.

And I'll add a third response - all correct! When this change was made in release version 22.5, I didn't notice because I was using a custom keyboard setup. As soon as I changed to the "Adobe Premiere Pro Default" shortcuts, I saw what users were describing. And then I remembered I knew all about it from using the Beta version!

The right-click option is gone. But just select your clip in the timeline. Then Ctl+Shft+H: the Media File Properties box shows.
That is the default shortcut. If you want to change it or already have custom shortcuts, just add it or whatever you want.

Someone asked about this in another thread. It was not fixed in release 25.3.0.

You can create a custom keyboard, and (manually, I think) delete all the default keystrokes.
But IF you are experiencing the problem in this thread, it won't matter. What happens is that after typing a character or 2, you exit the text box and can't type in it. Then your keystrokes do whatever is appropriate for the context - often a shortcut.

You found one of the workarounds, but we eventually learned that you DO NOT need to add empty tracks.
Let me clarify the options. To get the words of the caption bigger in the caption segment on the timeline, you need to increase the height of that caption track. As @Averdahl says, hover over the header of that caption track (the C1 etc area), and Alt+scroll forward. The caption will scroll up and out of sight. Now click on the CC icon and pick "Hide all caption tracks," then "Show all caption tracks." The size of the caption track area will increase to show the increased track. But it will only increase to its maximum of 25% of the timeline area.

Your actual request, reducing the space between the subtitle track and the video tracks, is best accomplished by dragging the Audio/Video divider up to REDUCE the amount of space given to the video tracks. This reduces the space between the subtitles and video track.
But your response to Marek suggests that you have the issue that bothers many users: increasing the amount of space allocated to the caption tracks.
The biggest issue is that the caption tracks are limited to no more than 25% of the timeline panel area. You CAN increase the caption track area, and increase the relative size of individual or all caption tracks, but only within that 25% limit.

This changed some when multiple caption tracks were enabled, but not much.

You're looking at the relatively newer PR "modes" (Import, Edit, Export). When you go to the PR Export mode, you see a new look to the Export Settings, and the "Destinations" are on the left.
In Media Encoder, you see the old style Export Settings, and the "Publish" tab is where the destinations are.
To get to the Export Settings in AME, click on the format or preset link in the item in the queue list. Screenshots below.
