Error due to violation of Terms of Service

1. App Version: Photoshop 24.7.0 20230628.m.2223 0770f83 x64

2. Platform and OS version: Windows 11 64bit
3. Basic steps to reproduce the problem:

We are using Firefly-based "Generated Fill" in Photoshop (Beta) mainly to modify images generated by image generation AI such as SeaArtAI, but if we do not write prompts, errors due to terms of use violations occur and all three variations are not generated.

Even if I write the prompt, it often generates only 1 or 2 variations out of 3 variations due to an error caused by a violation of the terms of use.

Since this is a Beta version, I will not pay attention to the accuracy of the generated filled images, but I would like to see some improvement while it is still a Beta version, because it is easy to generate violations of the Terms of Use.

4. Expected and actual results:

I would like to see fewer situations where the prompt is not generated in violation of the Terms of Service, as sometimes the desired deliverables are generated if the prompt is left blank.
The reason for using "Generated Fill" is that there are many situations that cannot be handled by "Content Specific Fill."

Thanks for the reply.
I would appreciate Japanese if possible.
