SVGデータをドラッグしてIllustratorで開くとクリッピングマスクが解除されてしまう

SVGの読み込みに関するオプション等は用意されていませんから、設定での改善というのは行えません。

基本的に、確実に編集できるデータというのはIllustrator形式（拡張子ai）のみですし、特に外部アプリケーション等で生成されたデータとしては確実に再編集できる保証はないものと考えて対応することが必要になります。

なお Illustrator (global) から Illustratorフォーラム (japan) に移動しました。

Did you create this SVG in Illustrator?

If so: Illustrator is just not good at opening SVG. SVG should be only an export format, not a workfile format.

Are there any visible changes in the file when you open it anyway? 

You ould try and open the SVG in Inkscape. Then export a file format that Illustrator can read. Such as PDF.
