Why is Lightroom defaulting to 'upload to cloud'?

I am working in a hotel abroad with a terrible connection. 
I do NOT need to sit here for days while 'Adobe cleverly uploads gigabytes of data' - I just want to get on with working.
How do I force Lightroom to WORK LOCALLY, unless otherwise specified?

I love the idea that some junior/hippy coder at Adobe HQ thought this was a good idea - while connected on a gigabit fiber line... let them come into the field and try working with hundreds of images on an ultra slow connection. That's like the UN sending recipes for wagyu to starving kids in sub-saharan Africa.

The current Lightroom is designed as an app that requires syncing with the cloud.
A recent update also made it possible to edit photo data stored in local storage.

 

If you don't want to sync with the cloud, CameraRAW or Lightroom Classic are more convenient.
