Take a look at Steve Grisetti's books. The Muvipix.com Guides to Premiere & Photoshop Elements 2020. Much better than the PDF's and they are current.

The best tutorials I have found are by Steve Grisetti on youtube.com. He also publishes a fantastic book on both Adobe Premiere Elements and Photoshop.

This is a known issue with Shake Reduction in version 2018. It appears to be fixed (at least for me) in version 2019. Hope this helps.
