Adobe Photoshop Version: 19.1.7. I use Nikon D3500. Which version of windows supports the newer version of lightroom? And are there any free windows download options?.....rather not spend another $100 on windows software if I can help it....

Hi all, I have adobe photoshop lightroom classic CC 7.5 release and camera RAW 10.5. My problem is when I go to import my RAW photo it gives me an error message "the file cannot be opened by lightroom. (1)". I have no problem opening raw files in adobe photoshop. I have the subscription, so I should be all up to date. I am running on windows 8.1. Can someone pleeease give a solution to opening RAW files in lightroom!? Thank you, Mattias
