Wes, I found a way to "downgrade" the Premiere project file in question (created 30 days ago) so that Premiere CC 2017 will open it without any problems whatsoever. I am NOT touching my OS, because that will open up a whole 'nother can of worms. I will be working with Premiere CC 2017 for the time being. It's not the latest version, but at least it's stable.

I tried to install the previous version of Premiere but it wouldn't run at all, crashing every time during start-up. So I did the update again to the most current version. This time Premiere linked files it didn't link before, and didn't link files it linked before.

I'm having the same problem… with XDCAM MOV files (50mbps variety from PDW-700 discs) and MP4 files. It sees the audio sometimes, it sees nothing sometimes. I cannot relink because it will only relink the audio. It doesn't matter whether I use the import function of the media browser route. Heck, I can't even import some clips manually because it only imports the audio.
