I expirience the same annoying thing in 23.4.1 after upgrading from 23.2. I believe previous versions retained split position, now it's totally messing up workspace when working with several reference files, forcing me to constantly adjusting document window sizes after opening new file.

For those who found this discussion in 2020: solved this issue on my notebook with integrated graphics Intel 360 and NVidia GTX 1050 by rolling back Intel driver to version 21.x.

Still had the same issue with Windows Ink turned off and "UseSystemStylus 0". What I've found as a solution is stop using pen side button to pan/zoom! In my case brush bug occured after panning image by pen button, which was my preferred way over the years. Windows 10 (1803), PS 2019, Wacom 4.
