Functions "Watch folders" configured, enabled, but not working! When adding new files to a folder, nothing happens! Where to find manual start of scanning folders for changes? MacOS Mojave 10.14.4

With ALL portrait photos, non-portrait is OK as an example - here is a photo that is not imported: FEX.NET - облачный сервис хранения и передачи файлов steps... I just copy files from iPhone to iMac and then import to Adobe Elements Organizer 2019

High Sierra 10.13.6 HEIC is supported but photo taken in portrait mode does not imported.

Good day When I try to import photos into Photoshop Elements 2019 for Macos, all HEIC photos taken in portrait mode (dual camera in iPhone XS Max) are not imported. Why does this happen and is there a solution to the problem?
