Unfortunately, I can't find the app in the Meta Store. I'm located in Germany. Is there a restriction for Europe?

Not aware about Meta Store but Adobe Substance 3D Reviewer works for me. Is this link works for you?

Will be this new app included in CC App Manager and thee users will be able to share their obj files directly from Dimension and other Adobe Substanse 3D apps after creating them via the mentioned apps?

To answer your questions:

Regarding downloading the app

Adobe Substance 3D Reviewer is available on the web (click the "Get Started" link or log in if that link does not directly take you to the web app). There is no app to install on Mac or Windows.

If you have a Meta Quest VR headset then you can download the app from the Meta Horizon store (currently only available in the US and Canada).

Regarding bringing content into Reviewer from other Substance 3D products

And, yes, you can certainly upload the works you make in Dimension or other Substance 3D apps into Reviewer, as long as you export from the Substance 3D app to one of the supported formats. The recommended format for best quality import into Adobe Substance 3D Reviewer is ".glb".

Please be aware that Adobe Substance 3D Reviewer is meant primarily for evaluating the shape of your model, and may not have the same level of fidelity for displaying some complex materials as other Adobe Substance 3D apps may have.

Thanks for reply. Therefore that means: "Publish on Web" function will not be available from those applications as previously.
