Ctrl+Tab and Ctrl+Shift+Tab not working correctly

Ref  this U2U thread - Ctrl+Tab and Ctrl+Shift+Tab aren't working correctly in the current release, and also in the beta under Windows 10. You just get a quick flash of a screen that goes away before you can do anything with it.
