P: Manual Transformations doesn't respect enlarged canvas

Steps to reproduce:

1. load image in ACR

2. choose the crop tool (C) 

3. enlarge the canvas (check "enable expand" first)

4. apply a manual transformation

 

Result: the stretched image is confined by the dimension of the image
Expected result: the stretched image is only restricted by the size of the canvas

 

Workaround: Export image with enlarged canvas and use ACR from there

I checked with the Camera Raw team and this is a known issue. I've cross-referenced your post to our internal ticket.

This is also a problem when you don’t really want to extend the canvas.
When you do the perspective correction (e.g. vertical) you cannot shift the frame up to the edge (or down to the edge, respectively) anymore. You have to crop off more of the image than you would like.
The workaround (that I found seeing this post) is to enable expand. 
It worked differently in 18.2

The only work around on this is to use scale to make the framing fit s you cant expand the crop
