P: Post Crop Vignetting Highlights slider not functioning

The LR 7.10 and ACR 10.1 Effects panel Post Crop Vignetting Highlights Slider has no effect on the image. It appears to be disabled in the latest update version. I tried resetting LR Preferences file and the issue remains. It has been reported here:

    What I would do for something like this is to brush in the areas where I want it darker as it would give me more 'selective' control.

    There are not enough highlights in the bottom of that photo for the Vignette slider to affect.  Using the white balance color picker the Histogram numbers are about 60-60-60 which are not highlights.

    Either post the full photo on Dropbox, etc or a small JPG version on the forum

    Thanks, I have tried it with other photos and it works perfectly! I don't understand because the photo I want to use it on has white on the bottom edges. Why do you think it wouldn't work on one photo?

    It only works on areas with Highlights.  If your vignette are doesn't contain highlights it has no effect.  Pick a photo with white on the corners and see if it works.

    Thanks, but I have it on highlight priority and the amount is on -100 and the highlights slider doesn't do anything on both my windows and macOS devices. (both are on the latest software.)

    Works for me on Lr 9.2.1 on macOS 10.14.6.  

    As designed, the Highlights slider is only enabled for negative values of Amount using Color Priority and Highlight Priority.
