Application Windows Still Drags UNDER All other Windows!!!

Application Windows Still Drags UNDER All other Windows when open!

This issue is now at least 2-3 YEARS old! Persists even in the latest BETA version 30. No restart is helping.

When will this be fixed?? It is incredibly distracting and hinders workflow immensely, wasting an incredible amount of time.
