Dynamic Text feature not showing up in the contextual task bar and properties panel in Illustrator 2027 31.0.0.64 on a Mac OS running Golden Gate

The new dynamic text feature, which has been highlighted in various announcements and recent statements around the build v 31.0.0, is not showing up in any of the intended locations.  I have checked the contextual task bar, properties panel, type menu and used various LLMs and search tools to walk through all possible locations within the app seeking the “T with ⚡️” icon and was unable to find it anywhere.
