Ruler not showing up. Only black strip.

Using Illustrator Beta 29.8 43

In Windows 11  24H2 build 26100.4652 pressing Ctrl-R does not display the ruler, only the black bars where the ruler should be. Same using VIEW/RULERS (Show & Hide).  I can still drag guides from the black strip.
