Shift Key and Scale not working

Scaling using the shift key has stopped working across all of my adobe applications.
Constrain proportions is checked on, and all scaling options within settings > general are on.

Any ideas what might be causing this. Have tried resetting preferences, updating to lastest version, and several reboots. Nothing is working.

Very few other applications- Microsoft office is the main one. But have tried with nothing else running.
Have tried safe mode.
My collegaue is also having the same problems - and is happening on all adobe applications.

What else do you have running on your machine?

Other applications and settings might be interfering?

 

Did you try and boot into Safe Mode and then try it?
