Animated Overlay?

I would love to overlay an animated version of our still title overlay to our videos - to add a little more oomph. Is there a way to apply a looped animation files, so that I can process a batch of hundreds of videos? I am also interested in replacing the raw audio with a standard audio bed, such as a pre-produced radio spot.
