BUG: adding output should NOT change the original work area

When adding an output to an existing premiere pro export, media encoder RESETS the work area to something unexpected. Example: I might want to export a 20 seconds clip from Premiere, and have set the work area accordingly. When adding an output, ME will NOT respect such work area, but will export a 10 minutes clip, even if the timeline in premiere does not contain any extra clips !

The issue persists since the last major upgrade to V. 22
