So Daviduk's solution did work for me. Just to be clear the "Adobe Photoshop CC 2019 Settings" is found for windows in: C:\Users\[YOUR_USER_NAME]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings Which can be accessed by hitting the windows key, typing run, then in the window that comes up typing %appdata%.
