100% GPU usage?!

Hello,Haven't edited a video in over a week.  Started on up today everything is lagging badly.  So I pulled up my task manager and watched my performance while I was trying to edit and saw my GPU usage skyrocketing.  even when trying to do something simple like resize one of my windows. (I have three monitors so I had to resize a window to make the task manager visible while working).  Tried a reboot, uninstall/reinstall, unistall/install 2017.  It's only happening with premiere. First of all, is your particular GT 740 a DDR3 version or a GDDR5 version?

If it's a DDR3 version, that's the really lousy one, as it is too weak for even a dual-core Pentium CPU, let alone a quad-core non-hyperthreadable i5 CPU. But even with GDDR5 SGRAM, the GPU itself is a bit too weak to fully utilize the GDDR5's rated 80 GB/s memory throughput. That is all because the GT 740 is either a slightly higher-clocked GT 640 (first revision) or a slightly lower-clocked GTX 650.
