4G decoding & Re-size Bar for Pp

Yes, they should always be enabled (and they are by default on almost all modern motherboards). Setting Above 4G Decoding disabled will restrict resource allocation to within the first 4 GB of system RAM, which may break programs and/or hardware operation.
