Advice required - hp pavilion laptop - i7, 9th generation

I am planning to buy this new HP laptop for my younger brother who makes travel videos for his youtube channel. He often shoots videos at 60 frames per second at 1080 resolution. Although he is still in college. Therefore his daily video editing sessions do not last longer than 3 hours. On weekends, he uses the software Adobe Premiere pro for 5-6 hours at max.

Is this a good choice? Within a limited budget, this seems to be a good 9th generation i7 laptop that has 4GB of graphics card and 500 GB SSD. Need expert opinion. Currently he is using an i3 -7th generation laptop with 2GB Nvidia MX 150 graphics which is quite slow.

    The HP pavilion laptop that I mentioned costs 77990 Indian Rupees which is 1130.89 US dollars. The maximum that we have kept our budget limit is 80000 Indian rupees which is 1160.04 US dollars. I am seeking review of this HP pavilion laptop in overall usage for video editing if anyone here has used this model and experienced its performance in using Adobe premiere pro.

    Or if RAM matters more (i.e. at least 16GB), then while keeping the budget constraint, we can go to an 8th generation i7 processor and purchase 16GB RAM? What caught my attention that in this price bracket, none of the laptops had 500GB SSD which this HP pavilion has. At the maximum, the laptops have 128 GB SSD and 1TB SATA hard drive. So adding more RAM to those laptops and having good performance while being in the budget of 1160.04 US dollars ?

    The website https://support.hp.com/us-en/document/c06386982  mentions that it has NVMe SSD. So if build quality, battery life, screen quality, cooling fans etc. are good then HP pavilion is a good choice at 8GB RAM with large enough SSD for performance boost in comparison to SATA ones?

    What type of media (file type and codec) will you be editing?

    What effects will you be using?

    Will you be using any third party effects, transitions, or plugins?

    8 GB RAM may work, but may offer poor performance.

    What are the specifications of the computer he is now using?

    How is his performance?
