AMD 32 core utilization

Hi, I am using an AMD 32 core processor (Ryzen 2990WX). Looking at the task manager, I can see Premiere and the Media Encoder only using 8 cores while rendering a clip.

My questions.

1. Can I make adjustments of settings inside or outside Adobe for full utilization of all 32 cores (or at least more than 😎 ?

2. If not, when does Adobe consider to support full computer capacity with new release ?

Premiere pro can only take advantage of 8-10 cores and AME can only use 1 or 2 cores.
