Background processes unsolved?

I did a search to see if others were having this problem and found, to my relief, that they were.  It's a relief because I thought it was my Surface Book, which seems to have issues running Pr, so I'm relieved to know that others are having this problem as well and that the suggested solutions have not worked.

One member suggested that this was a system problem, but I find that hard to accept since so may Pr users have experienced the problem. I wonder if there has been any attempt to get Adobe to address this issue?
