Best Budget Graphics Card for Editing

I cannot speak for Photoshop or Lightroom (knowing that neither of those two programs use the GPU for much), but I can tell you that the very latest version of Premiere Pro REQUIRES a graphics card with 4 GB or more VRAM just to even enable MPE GPU acceleration at all. Unfortunately, almost all of the budget cards either have too little VRAM or are based on now-obsolete, no-longer-supported GPU architectures.

With that in mind, I cannot speak for the AMD Radeon side. But as far as NVIDIA GeForce GPUs, this means that the GeForce GTX 1050 Ti is the absolute minimum to enable CUDA GPU acceleration at all. The plain 1050 (desktop version) and the GT 1030 both have only 2 GB of VRAM, and thus may permanently lock Premiere's MPE renderer to the software-only mode. And you should absolutely, positively AVOID the GT 730 4GB since most such cards are based on the already lousy for its time GT 430 from eight years ago, and are thus now obsolete and no longer supported since NVIDIA had ended all driver support outside of archived driver releases for all Fermi-generation GPUs (including the GT 430, and thus most GT 730s) back this past March.
