Budget laptops to work with Premiere Pro

Hiya, I am new to video editing and using Premiere Pro and I had some problems with my video being glitchy and choppy which meant I wasnt able to record the voiceovers that I wanted to do, I tried so many different things over the course of the last week and I have come to realise my laptop isnt good enough to support video editing (only 4GB RAM) I have done some research into what laptops need in order to be able to support video editing with apps such as premiere pro and I need at least 8GB RAM as well as other things but from doing research ive noticed RAM is the most important factor. (correct me if im wrong please im just trying to understand)

So I have been looking into buying a new laptop but my issue is I dont have thousands to spend on getting the best of the best so I've looked into the best budget laptops I can get and these 2 seem like the best for my price point:

 

Dell Inspiron 15 5000 (2018)

ASUS VivoBook 15 X512DA-EJ533T Laptop, AMD R5 Processor, 8GB RAM, 256GB SSD, 15.6" Full HD

 

Would someone please be able to help me and let me know if these would be any good? From the little I know already they seem like they would be good but the last thing I want is to spend money on a laptop that wont work with editing so I just wanted to come on here and see if anyone could help a girl out. 
(Im a beginer with this so im not too familiar with some of the termonology, I'm trying to learn but some of it is very confusing haha)

    8 GB RAM isn't really enough for a good editing experience.

    What type of media (file type and codec) will you be editing?

      Hiya! I am using a .mov file which is coming from my Canon EOS 4000d, which is mpeg-4 codec. The footage from my camera works perfectly its only whene I edit the footage in premiere pro it starts to become choppy/laggy.

      All I am trying to do is edit these clips and add voiceovers for youtube videos so nothing too hardcore.

       

      Are there any laptops you can recommend for under £500?

      You're stuck between unusable and unusable (practically speaking), in this case:

       

      1. Neither of those laptops have any discrete GPU. The integrated graphics in both of them are downright glacially sluggish compared to even a relatively low-end discrete GPU.
      2. The integrated graphics, in addition to being sluggish themselves, steal a sizable portion of the installed 8 GB of RAM, leaving you with no more than 6 GB available for running Premiere Pro. That's hardly enough of an improvement over your current laptop to justify paying money for. Premiere Pro works best with more than 8 GB of available system RAM (that is RAM not being "stolen" by a CPU's integrated graphics).
