Oh, and I forgot to mention that the build that you listed above will not work at all no matter what because the RAM is completely incompatible with your chosen motherboard. You cannot use DDR3 RAM on a DDR4 motherboard - period - because the pinout is completely different between the two. Plus, DDR3 modules will not even physically fit the DDR4 sockets on the motherboard!

Moreover, the power supply that you chose is extremely abysmal because good 600W units cost far more than 25 Euros. That "600W" unit barely qualifies as a 250W unit as far as output quality is concerned. That's way too weak for modern, high-power-draw PC builds. And even if the specs on the label were to be believed, it could only handle 396W total on the +12V rail - which clearly indicates that the PSU is an old-design unit that's relatively heavy on the lesser-voltage (+3.3V and +5V) rails - not good enough with any newer PC that uses primarily the +12V rails.

Unfortunately, you cannot get a system that runs Premiere Pro at all well in your total budget. This is because Premiere Pro relies heavily on the CPU, and also utilizes the GPU for many rendering tasks. What's more, the GTX 1050 Ti that's in your planned build is woefully inadequate nowadays; in fact, it does not perform appreciably better than a newer integrated on-CPU graphics processor to justify the still-exorbitant price for it in your region. Those facts alone put you between a rock and a hard place because you either get too weak of a CPU to do much if any content creation or you get a system that has an appropriate CPU but a GPU that's so weak that the CPU performance becomes heavily bottlenecked by the overly weak GPU.

Worst of all, Intel has placed driver support for the integrated graphics of all 10th-Gen and earlier CPUs into legacy status, meaning there will be no more fixes ever outside of critical security patches.

And starting with the current year's major version of Premiere Pro, Adobe has begun to warn users in the System Compatibility Report that such older graphics hardware would no longer be supported in an upcoming release, and that they should update to a newer graphics card in order to continue using Premiere Pro at all. And that 1050 Ti is now over six years old, and who knows how long mainstream support will continue for such old hardware.

Yes, Premiere Pro can have higher demands than Photoshop. If you intend to work with 4K video, requirements would even be higher. Below are the minimum system requirements:
