You might not be able to run Premiere Pro well, if at all, on that laptop. You see, there are newer Celeron-powered laptops still available - but they are based on a completely different CPU architecture than the Core architecture that more powerful Intel CPUs are based on. Even with four physical cores, those Celerons are actually based on the Atom-derived architecture, which heavily favors low power consumption over decent performance. As a result, those Celeron laptops perform, if anything, much slower than even a dual-core Core-based i3 or Pentium laptop. And the dual-core Atom-derived Celeron CPUs are even worse.

Put it this way, it's like trying to race a stock Chevy Spark in the same field as the massively powerful race cars in the Daytona 500. You'll almost always finish dead last, if you can even finish the race at all before the alloted time expires.

You may be able to install it, but don't expect a happy editing experience if it works at all.

A computer with that processor will likely also be too weak in other required specifications to run Premiere Pro or any other CC applications.

What is the specification of your laptop exactly? Or the model? And how much RAM? Celeron is an entry level chip, at least 10 years old, and unlikely to do very well with video editing or modern pro apps.

You don't have gave us detailed informations about your hardware, your operating system and the version of Premiere Pro.

When we know the appropriate informations we can say more.

But I think Celeron processor aren't compatible with Premiere Pro.
