Can this setup handle 4k video - i7 9700k and GTX 1660ti

I'm looking to build a PC, and these are the parts I've picked out so far. Do you have any suggestions for better bang for the buck, or does this system seem to be pretty solid for editing 4k video with Premiere?

I don't do anything with After Effect at the moment, but it would be nice to have that capability down the road. Would this rig handle that as well?

Also, do you guys think I need the 1660ti, or would the plain 1660 handle ok too?
