Graphics Card for video processing help - Premier Pro

I have a Windows 11 system with a GEForce RTX 3070 Ti graphics card, 8 Gb,  and 32 GB for RAM. 11th gen i7 processor. Premier Pro runs OK on it, but not great, and I am using Topaz Video AI, which runs very slowly.  Not being a tech guy, I'm wondering if I need to upgrade my Graphics card and, is so, to what - preferably without spending  $1,000.  Appreciate any advice.

You will be limited by your current CPU to the point that you'd actually be throwing a lot of money at the problem without getting much if anything back in return. And what you are wishing for currently doesn't exist - at least at anywhere near the price that you are willing to pay. Plus, the better models in the GeForce line are currently in transition, where the existing RTX 40-series models are being phased out in favor of the not-yet-available 50-series GPUs.

That leaves low-end GPUs that are a significant downgrade in performance from your current 3070 Ti.

Under these circumstances, I would hold off on upgrading the GPU until the mid-range GeForce 50-series lineup gets settled in and widely available.

Thanks for the reply. I get your point. I thought, when I bought this graphics card, it would be adequate.  Now maybe I need to look at a different CPU? And I expect that means a new motherboard, perhaps?  What do you suggest I do from here, if anything?
