Graphics Card Performance and Complexity

How complex of a project can we do if we are running an Intel i9-9900k processor with 128GB of RAM if we ran our same setup with an 11GB 2080Ti Graphics Card? A 24GB Quadro RTX 6000? Or a 48GB RTX 8000? We plan on running 4K and 8K video and we want to do special fx Photoshop, Motion Graphics After Effects, Premiere Pro and use authorized plugins and will also be doing stop motion animation

I'm not a Premiere Pro guru, but I'm running the same CPU you are with a high end MB, 32GB RAM with a water cooled RTX 2080 ti 11GB.  My system struggles with moderatly sized 4k mp4's (like 10GB).  I may not have an idea setup, which is why I'm here, although I am able to work with these files to some extent.  I'm not a pro, just a dude with a high end hobby.  

If you can afford it, the RTX 8000 w/48GB is a no brainer for anything Adobe.  God I get goosebumps just thinking about one of those in my system.  The other MAJOR factor is get a Motherboard with 3 m.2 slots and install 3 Samsung 970 EVO Plus 2TB NVMe drives and some other archival storage and you'll be GTG.
