GTX 1060 is not used despite the fact that it worked a month ago

Question

The problem is pretty simple, my GTX1060 is not used for export or playback.
The export times from 4 minutes on a 4k 200mbs have gooing up to 24minutes because the CPU does almost anything.
The GTX is used between 10-18%, CPU 100%
Cuda is activated for this and I didnt change anything at all. The only thing what happend during that month is an update to Premiere. So what do I need to get it running again?
I dont have any secondary GPU/iGPU

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter

There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version
