I have no recommendations at all, in this case. Every single GPU that's currently available costs more money than what that entire PC is currently worth (after depreciation due to age). And you will not be able to install any version of Premiere Pro newer than your currently installed v23 at all. Plus, the cheaper cards will be bottlenecked by your PC's PCIe 2.0 bus (as they utilize fewer than the full 16 PCIe lanes) while the pricier cards will be bottlenecked by your CPU itself. (Remember, PCIe 4.0 x8 GPUs will be bottlenecked even more by the PCIe lane throughput than PCIe x16 GPUs will as those GPUs with lesser lane width are much more sensitive to deficiencies in the PCIe lane throughput than those with the full lane bandwidth.)

And if you buy from Dell, you may need to use the Dell specific drivers.

Have you checked to see what Dell sells?

ADDED... if you buy from Dell for your model it will be certified to work

Dell computers are 'sometimes' limited in what may be installed due to having a unique BIOS, so I can't advise on a video card
