Help with PC selection for 4k video editing

Hi everyone,

I was hoping to get suggestions on which type of PC (not mac) to get. I use adobe creative suite often and will soon be having to edit tons of 4K video footage in Premiere.  I don't game on my computer, so I mostly just browse the web, update websites, etc. So the main thing I need is for it to be able to be really good at handling 4k video editing.
