Just to show you how it would perform:

The 11th-Gen i3-1115G4, with 8 GB total RAM running in dual-channel mode (that CPU uses a gimped version of the Intel Iris Xe graphics, called Intel UHD Graphics) and running Windows 11 and the 22.5 version of Premiere Pro, only scored about 100 overall in the PugetBench for Premiere Pro benchmark using the Standard preset. Compare that to the 330-ish score that a base-model M1 MacBook Air with only the base equipment (8 GB RAM and a 256 GB SSD) and running an external USB 3.2 Gen 2x1 SSD, and the 250 to 300 score that a higher-end Tiger Lake quad-core i5-1135G7 or i7-1165G7 typically achieves, and you will have a tough time editing on that i3, especially at FHD and higher resolutions.

Exactly what do you plan to edit?

Standard Definition 720x480 video size, or some version of High Definition?

Is that i3 11th-Gen CPU an i3-1115G4 or an i3-1125G4? If the former, then I will have to agree with Peru Bob as that CPU is only a dual-core CPU with hyper threading. The latter is a quad-core CPU with hyper threading - but with less total cache memory than the same-gen, same-architecture i5 or i7 CPU. As such, you might be able to run the i3-1125G4 for editing up to a certain res.
